About the Opportunity

Located on the beautiful Mid North Coast of New South Wales, Port Macquarie-Hastings Council (PMHC) is a thriving regional centre nestled between Coffs Harbour and Newcastle. With a population projected to grow by 16.5% to over 100,000 residents by 2041, PMHC is one of the fastest-growing communities in the state.

The Utilities Operations Group, which consists of approximately 150 staff members out of PMHC’s total workforce of around 650 employees, plays a crucial role in supporting the local community. They are responsible for managing and maintaining a network that includes 4 Water Treatment Plants, 8 Wastewater Treatment Plants, 1 Recycled Water Treatment Plant, 20 water pump stations, 45 reservoirs, 840 km of water mains, 34,500 water service connections, 167+ sewage pump stations, over 665 km of sewer pipes, and 13,900 manholes.

Within the Utilities Operations Group, as the Construction Manager, you will plan and oversee capital projects and daily operations, maintenance, and repairs of water and sewer assets undertaken by the Community Utilities Construction Section. Examples of project and maintenance activities undertaken include network planning, design development and reviews, mains renewals, network augmentation, valve and hydrant renewals and emergency repairs as required.

You will lead a team of 2 direct and 10+ indirect reports, ensuring high service levels to the community. Reporting to the Group Manager Utilities Operations, you will collaborate with a supportive leadership team managing essential utilities services.

To succeed in this role, you will have:

  • A Degree in Civil and/or Construction Engineering with relevant experience to the position.
  • Proven skills and experience in the utilities sector managing water and/or sewer reticulation networks operations, maintenance, repairs and capital project delivery, or significant experience deemed relevant related to fulfilling this role.
  • Extensive project management expertise.
  • Proven experience in a leadership role with the ability to manage, coach and develop teams and influence others’ thinking and actions to bring about desired results.
  • Proven experience at managing operational teams and performance delivery to achieve KPI’s, budget and operational plan outcomes.
  • Thorough knowledge of WHS legislation with experience of managing safety and developing a positive safety culture.
  • Ability to participate in after-hours on-call roster on a regular basis.

On a typical day, this role will:

  • Oversee and manage the water and sewer construction section as well as delivering other priority projects within PMHC Community Utilities Operations Group and in accordance with Council’s Project Management Framework and record keeping requirements.
  • Provide operational maintenance and repair services for water and sewer infrastructure across the Port Macquarie-Hastings Council LGA within area of control and support other Utilities needs
  • Contribute to the development, update and maintenance of the Water and Sewer Management Plans in accordance with Council’s adopted processes
  • Manage people and their performance to realise their individual and group potential to an optimal level
  • Manage financial targets for the group and contribute to financial objectives for the Division which contribute to the framework for strategic decision making, financial sustainability and goal setting.
  • Ensure the after-hours and on-call services are well managed, participation in the on-call roster will be required

Remuneration and Benefits

Employment Type: Full Time, Permanent, 35 hours per week

Salary (exclusive of super): In the range of $122,466.42 to $137,849.76 depending on skills and experience.
